Keiu is a Solicitor in the Civil Liberties team at GT Stewart, specialising in actions against the police and other state authorities, inquests, and related human rights claims.
Since joining the firm in 2021, Keiu has developed a broad and growing civil practice, acting for individuals who have been subjected to state violence, false imprisonment, unlawful arrest, breaches of the Human Rights Act, and negligence. A significant part of her work involves claims arising from mistreatment in custody, including prison assault, failures to protect vulnerable detainees, and unlawful detention by the police.
Keiu regularly advises bereaved families in inquest proceedings, often where a death has occurred in custody or under another form of state detention. Her practice spans both standalone civil actions and litigation arising from inquests. She is committed to state accountability and to ensuring that individuals who have experienced abuse or neglect at the hands of public bodies are able to access justice.
Prior to joining GT Stewart, Keiu achieved a Distinction in her LLM at the University of Essex Human Rights Centre. Before relocating to the UK, she worked at the Estonian Ministry of Justice and has volunteered with grassroots organisations focused on access to justice and social welfare, both in the UK and internationally.
