
We represented our client, an Imprisonment for Public Protection (IPP) prisoner convicted of two counts of Section 18 wounding with intent, attempted Section 20 wounding, and conspiracy to steal from the person, in a Parole Board review which resulted in his release.
Background
Our client was originally sentenced on 19 March 2007 and received an IPP sentence with a tariff of five years, which expired in January 2011.
Our client was recalled to prison for the fourth time on 21 February 2025 following allegations made against him. These allegations were subsequently dealt with as No Further Action by the police.
Parole Board Oral Hearing
On 2 December 2025, our client was listed for an Oral Hearing before the Parole Board. At this stage, he was significantly post-tariff.
We submitted detailed written closing submissions addressing the recall and demonstrating that our client met the codified public protection test for release. Our submissions highlighted that:
- He posed no imminent risk to the public,
- As a post-tariff IPP prisoner, continued detention depended on whether he presented a risk of committing offences likely to cause serious harm, and
- He had engaged fully with rehabilitation and support programmes.
Outcome
Following consideration of our submissions, the Parole Board directed our client’s release on 4 December 2025.
